Application for a Travel Document (Permanent Resident Abroad)

If you are a Canadian permanent resident abroad, you would generally be in possession of a valid Permanent Residence (PR card). This PR card is your status document and it is valid to enable you travel back to Canada. Any other document you have, such as your Record of Landing, will not be accepted as proof of your status.

As a Canadian permanent resident, you are obliged to meet the residency obligation imposed by the Immigration & Refugee Protection Act. This obligation is based on your physical presence in Canada or on other prescribed linkages to Canada.

If you do not have a valid PR card and you wish to return to Canada, you must apply for a Travel Document at a Canadian visa office abroad. An immigration officer will conduct a determination of your residency obligation, taking into consideration any humanitarian and compassionate grounds considerations that are relevant to your application

If you meet the residency obligations, your application will be approved. If you have not met your residency obligation, your application may still be approved on humanitarian and compassionate grounds considerations.

If your application is successful, you will be issued with the travel document which will authorize your entry to Canada. In Canada, you should apply for a permanent resident card.
