HRSDC/SC Arranged Employment Opinion Applications

You can make a permanent and indeterminate job offer in a skilled occupation to a foreign worker and apply for an Arranged Employment Opinion (AEO) from HRSDC/SC. A positive AEO will assist the foreign worker apply for permanent residence in Canada in the Federal Skilled Worker class.

In assessing your AEO application, HRSDC/SC will review your job offer to the foreign worker to ensure that it is permanent and indeterminate, full-time, and non-seasonal. HRSDC/SC will use the National Occupational Classification (NOC) system to review the labour market conditions for that occupation and determine if the wages and working conditions offered by you to the foreign worker are comparable to what a Canadian worker would expect to receive.

HRSDC/SC will also review your history as an employer to determine if your job offer is genuine. If the occupation that the foreign worker will be working in is regulated, the foreign worker will be required to meet the certification and licensing requirements for the occupation in Canada.
